Allow the Form to Be Collapsed (Form Setting)

Allow the Form to Be Collapsed is a form setting that enables an expand/collapse control on the form. When collapsed, all the contents of the form is hidden. When enabled, this setting also allows two other settings to be set: start collapsed and remember collapsed status by user.
