Start Collapsed is a form setting that causes the form to start collapsed when first loaded. This setting is only available when the form does not have the title bar hidden, and has collapse/expand controls enabled. Also of note, when the remember collapsed status by user setting is enabled as well, the “start collapsed” setting really only applies to the very first time a user sees the form. After that point, the collapsed status memory by user takes over.
